Try going to your steam install folder, then "workshop", and there should be a downloads/downloading folder in there. Go there, and look for a file along the lines of acf ( being the game id of gmod) and delete said file. Exit steam and start it again, and the broken update should either disappear or finish. Try typing "menu_cleanupgmas" in the console. If that doesn't help, try starting GMod and let it download for a minute or so. Start the Steam Launcher, and click on the game you want to create a collection for. When the game page loads, click on the "browse the workshop" link in the Workshop section of the game's page. This will take you to the game's workshop page. Select "collections" under the "browse" tab, below the title bar.
